One can use the OPDA link http://cer.opda.cn/en/index.php?module=certificate&action=apply to apply for a Symbian Certificate. You just need to register with a few steps and you can generate .cer and .key files within sometime. Also, you need to provide the IMEI number of your mobile which you can get by typing *#06#.
